High-explosive incendiary/armor-piercing ammunition (HEIAP) is a form of shell which combines armor-piercing capability and a high-explosive effect. In this respect it is a modern version of an armor-piercing shell. The ammunition may also be called semi-armor-piercing high-explosive incendiary (SAPHEI).
HESH rounds are thin metal shells filled with plastic explosive and a delayed-action base fuze. The plastic explosive is “squashed” against the surface of the target on impact and spreads out to form a disc or “pat” of explosive.

It may well be to do with the weapon – what weapon were you using? My explosive weapon is the ‘A Little Voice’ handcannon, so it’s possible that it may be a handcannon specific thing, to maintain balance.
